Establish Electoral Integrity
In The House of Representatives of the Republic of Andorn
April 27th of 2025

Section 1 - Short Title:
(1) This bill may be cited as the “Electoral Integrity Act of 2025“
(2) Section 4 & 5 will come into effect at the same time as the “B.O.N.E. Act of 2025”
Section 2 - Voter Registration:
(1) The Federal Electoral Commission will be established under the authority of the Department of State.
(2) All citizens of the Republic of Andorn must register with the Federal Electoral Commission in order to vote in any national or local election, so long as they are in compliance with all other voting regulations.
(3) Registration must be completed before the polls open in order to be eligible to vote, the full list must be compiled and ready the day before the polls open.
(4) The Federal Electoral Commission must provide a public, accessible method for player registration. Furthermore any citizen may submit a freedom of information request to access the Electoral Register.
Section 3 - Electoral Offenses:
(1) The following offenses will be established as crimes, as per the Andornian Criminal Code:
(2) Registry Falsification
(i) Classification: Summary Class D Offense
The intentional submission of false or misleading information on the Electoral Register.
(3) Electoral Coercion
(i) Classification: Indictable Class C Offense
Special Provisions: This crime is eligible for Disenfranchisement
Threats, intimidation, or pressure used to force or influence a person’s voting decisions or prevent them from voting freely.
(4) Electoral Bribery
(i) Classification: Indictable Class C Offense
Special Provisions: This crime is eligible for Disenfranchisement
Offering, giving, or receiving money or valuable items in exchange for voting a certain way or refraining from voting.
(5) Election Tampering
(i) Classification: Indictable Class B Offense
Special Provisions: This crime is eligible for Disenfranchisement
Unlawful interference with the electoral process, including but not limited to ballot manipulation, vote count alteration, or system breaches.
Section 4 - Candidate Filing:
(1) Any individual seeking to run for public office must submit a Candidate Registration Form, as designed by the Federal Electoral Commission, including, but not limited to,:
(i) Username
(ii) Name of Organization established to manage the campaign.
(2) The following, non-refundable, filing fees shall be paid at the time of registration:
(i) House of Representatives - $1,000
(ii) Senate - $1,500
(iii) Presidency - $2,000
Section 5 - Campaign Regulations:
(1) Each candidate must establish an Organization, as defined by other law, for the purposes of managing their campaign.
(2) Candidates may campaign freely, as per their Rights, but must follow rules established by the Federal Electoral Commission, including rules around signage, advertising, and public debates.
(3) Campaign donations, endorsements, and expenditures must be reported if requested by the Federal Electoral Commission.
Section 6 - Election Oversight:
(1) The Federal Electoral Commission shall ensure transparency and fairness in all aspects of voting and counting.
