Section 1: Short Title and Enactment
Short Title: This Act may be cited as the Congressional Hearings Act of 2025.
Section 2: Purpose
At present, Congress lacks a formal mechanism for convening hearings. This Act establishes clear procedures to facilitate Congressional hearings.
Section 3: General Hearing Procedures
- Any hearing, other than a Committee Hearing or Confirmation Hearing, must receive a simple majority vote in the chamber where the motion originated. In the case of a Joint Hearing, a simple majority in both chambers is required.
- A hearing may be closed by a simple majority vote of the originating Chamber or Committee, or both in the case of a Joint Hearing.
- Confirmation Hearings
- When an individual is nominated to a position requiring Senate confirmation, a congressional hearing is automatically convened.
- The President of the Senate or the President Pro Tempore will preside over the hearing.
- The Senate may choose to bypass a confirmation hearing through a simple majority vote.
- Investigative Hearings
- An investigative hearing is initiated by passing a motion with a simple majority vote.
- These hearings aim to conduct thorough investigations into matters deemed significant by the chamber.
- Cabinet Hearings
- Cabinet Hearings allow a chamber of Congress to question a Cabinet Secretary regarding specific issues.
- A Cabinet Secretary may not be required to attend more than one Cabinet Hearing per month.
- A Joint Hearing may be convened upon passage of a motion by a simple majority in both chambers.
- Joint Hearings may be held for any type of hearing except Confirmation Hearings.
- A Joint Hearing may only be closed through a simple majority vote in both chambers.
- The Presiding Officer of the originating chamber will chair the hearing unless otherwise specified in the motion.
- A Committee Hearing may be convened following a simple majority vote among committee members.
- The designated Committee Chair will preside over the hearing.
- A Committee Hearing may be closed by a simple majority vote of either the chamber or the committee itself.
