Establish Cultural Enclaves

In The House of Representatives of the Republic of Andorn
May 19th of 2025

Speaker Maxterpiece and Representative Aladeen in agreeance with this bills contents, hereby recommend this bill to the House for their consideration. Authored by Vice President The_Donuticus.​

Section 1 - Short Title:

(1) This bill may be cited as the “Enclave Act of 2025“


Section 2 - Enclave Definition
(1) A Municipal Enclave is an area of a City which adheres to a certain architectural and cultural style. The Enclave will consist of a minimum of 4 plots which are all adjacent to each other (Plots across roads or bodies of water counting as adjacent), with the ability to advise on the decoration of the non-plot areas surrounding Enclave plots. Each enclave shall be represented by an ‘Alderperson’, designated by the Enclaves own by-laws, who will coordinate with the City Leadership regarding the on-going status, rights, and expansion of the Enclave.


Section 3 - Enclave Establishment
(1) The establishment of an Enclave requires 3 sponsors (Who will become the first members of the Enclave), the approval of the relevant Government (with the following responsibilities delegated by the Head of Government to a Department of their choosing), an establishing document that will exist as a set of by-laws for the Enclave, and any other stipulations put in place by the relevant Government body.


Section 4 - Rights of Enclaves
(1) An Enclave will have the right to decide its own membership, according to its by-laws
(2) An Enclave will have the right to decide its own Leadership, according to its by-laws
(3) An Enclave will have the right to alter its own by-laws, according to its by-laws


Section 5 - Revocation of Status
(1) The respective Government Leadership may initiate a Revocation Review Process only under the following possible conditions:
  1. Credible evidence of the Enclave violating local or national law.
  2. Gross mismanagement or failure to maintain Enclave responsibilities as outlined in their by-laws.
  3. A formal petition submitted by at least 25% of Enclave residents or members.
  4. Documented and unresolved conflict with surrounding communities that significantly impedes city-wide governance or public safety.
(2) Upon initiation of a Revocation Review Process, a Consultation Period of no less than 14 days shall begin, during which:
  1. The Enclave’s Alderperson must be notified in writing.
  2. An official public hearing must be held, open to Enclave members and the general public, under the authority of the courts of Andorn.
  3. The Enclave must be allowed to submit a formal defense and any relevant documentation.
(3) At the conclusion of the Consultation Period, a Supermajority Vote (two-thirds) of the House shall be required to formally revoke Enclave status.
(4) If status is revoked, the Enclave shall be granted a grace period of 30 days to transition out of formal recognition, during which members may appeal the decision through established civic legal procedures.
(5) No new Revocation Review Process may be initiated for the same Enclave for a period of three months following the conclusion of a failed or withdrawn revocation attempt.
