Starting balance for new players

I, President SumoMC, hereby enact the following order:​

1.) In order to help people get started and in order to jumpstart the economy of Andorn, the new player starting balance shall be $1,500.

2.) The starting balance can be changed by executive order

3.) This shall take effect at the next restart
