Establish the Government Contract Procedure

In The House of Representatives of the Republic of Andorn
May 19th of 2025

Speaker Maxterpiece and Representative Aladeen in agreeance with this bills contents, hereby recommend this bill to the House for their consideration. Authored by Vice President The_Donuticus.​


Section 1 - Short Title:
(1) This bill may be cited as the “Government Contract Procedure Act of 2025“


Section 2 - Oversight:

(1) A Government Contract Oversight Committee (GCOC) shall be formed from members of both the House and the Senate. With a minimum of 2 members of the House and 1 member of the Senate, as decided by their respective heads of chamber.
(2) The GCOC will internally elect a chairperson, with the Vice President casting the tie breaking vote in all cases of a tie for the vote of Chairperson.
(3) The GCOC, with the full cooperation of the Government, can conduct periodic inspections of any contracted work.
(4) Any suspected corruption or undue influence in the contracting process must be immediately investigated by the GCOC, with the penalty being the recommendation of impeachment and criminal charges.


Section 3 - Contract Proposal:

(1) Any government agency or citizen may submit a petition to the Government, with the following responsibilities delegated by the Head of Government to a Department of their choosing, proposing the need for a public project or service.
(2) The Government shall evaluate each petition based on feasibility, necessity, and potential public benefit.
(3) Upon approval, the Government will authorize the issuing of a formal public contract proposal for bidding.


Section 4 - Contract Bidding and Selection:

(1) The Government will vet all contractors submitting bids to ensure they are capable of fulfilling contractual obligations, including, but not limited to, financial solvency, licensing, and past performance.
(2) The Government must inform the GCOC of all details of the contract before signature of the agreement.
(3) The entire process must be documented, and turned over to the GCOC, to ensure transparency and accountability.
(4) Contractors failing to meet agreed milestones or quality standards may face penalties including contract termination and disqualification from future government tenders.
