Section 1:

Short Title:

This bill may be cited as the “High Crimes Act of 2025 “

Section 2: Reasoning

(1) Punish treasonous people.

Section 3. Crimes against the State

(1) Define Treason as “The act of betraying one's country, aiding enemies of the state, attempting to overthrow the government, or succeeding from the Republic of Andorn through means outside of the law.” Anyone found guilty of this act shall be subject to the following:

1. Fine not exceeding 15,000kr.
2. Jail time not exceeding 60 minutes.
3. Barred from running for office permanently with the ability to appeal to the Supreme Court after 4 months have passed.
4. Removed from current office and any government jobs if applicable.

(2) Define Sedition as “The act of speech or conduct that incites rebellion through violent means against lawfully established authority in the Republic of Stratham. With the legal argument of speech that incites rebellion, the intent to act upon that very speech must be proven beyond reasonable doubt.” Anyone found guilty of this act shall be subject to the following:

1. Fine not exceeding 5,000kr
2. Jail time not exceeding 30 minutes.
3. Barred from running for office permanently with the ability to appeal to the Supreme Court after 4 months have passed.

(3) Define Insurrection as “The act of committing violent uprising against the government to achieve a political goal.” Anyone found guilty of this act shall be subject to the following:

1. Fine not exceeding 7,500kr.
2. Jail time not exceeding 45 minutes.
3. Barred from running for office permanently with the ability to appeal to the Supreme Court after 4 months have passed.

(4) Define Espionage as “The act of spying or secretly watching the Government of Andorn to gather classified information or other information with the intent to transfer such information to a foreign state.” Anyone found guilty of this act shall be subject to the following:

1. Fine not exceeding 10,000kr
2. Jail time not exceeding 45 minutes.
3. Barred from running for office permanently with the ability to appeal to the Supreme Court after 4 months have passed.

(5) Define Conspiracy to Defraud the State as “The act of when 2 citizens or more use dishonest means to cheat the Republic of Stratham out of property or money.” Anyone found guilty of this act shall be subject to the following:

1. Fine equal to double the amount of money gained through this crime or 15,000kr.
2. Jail time not exceeding 30 minutes.

(6) All offenses in this section shall hereby be defined as “Crimes against the State” which shall entail the following:

1. Citizens must be indicted in a court of law and found guilty in order to be punished.

Section 4. High Crimes

(1) Define Incitement as “The act of using speech or conduct to incite the committing a criminal act in the Republic of Stratham.” The Punishment for this crime is as follows:

1. Fine equivalent to the 1st Offense punishment of the crime the offender was inciting.
2. Jail time equivalent to the 1st Offense Punishment of the crime the offender was inciting.
3. Each additional offense will follow the subsequent punishment of the crime the offender was inciting.

(2) Define Rioting as “The act of when 2 or more citizens commit mass acts of violence to disturb the peace.”

1. 1st Offense: 300kr fine, 10 minutes of jail.
2. 2nd Offense: 600kr fine, 15 minutes of jail.
3. 3rd Offense: 800kr fine, 20 minutes of jail.

(3) Define Domestic Terrorism as “The act of committing acts that are violent in nature for the intended purpose of intimidating or coercing the general population, influencing government policy, or affecting the business of the government.

1. 1st Offense: 2000kr fine, 20 minutes of jail.
2. 2nd Offense: 2500kr fine, 25 minutes of jail.
3. 3rd Offense: 3000kr fine, 30 minutes of jail.

(4) Define Conspiracy as “The act of when 2 or more citizens join together to formulate an agreement to violate the laws of the Republic of Andorn alongside the intention to achieve such.”

1. 1st Offense: 500kr fine, 10 minutes of jail.
2. 2nd Offense: 750kr fine, 20 minutes of jail.
3. 3rd Offense: 1000kr fine, 30 minutes of jail.

(5) All offenses in this section shall hereby be defined as “Criminal Summary Judgement Offenses”.
