We the People of The Republic of Andorn, in order to form a more perfect community, do hold these basic truths to be self evident that all Players are created equal in the eyes of the Server and that the basic fundamental rights of fairness, representation, voice in government and freewill to be the most valued core values, at the heart of our democracy
The Government of the Republic of Andorn shall be divided into three separate but equal parts. The Executive headed by the President who enforces the laws of the Republic and sets forth policy governing the nation, The Judiciary headed by the Chief Justice which will interpret the laws and hand down judgements, and The Legislature headed by the elected Representatives of the People that will create the laws of the land. Server Staff will also have a role within the nation, however will have duties separate from the day to day functions of the government. The Staff/Government relationship will be maintained by both sides with the Ownership team being the bridge.
1. The Executive branch of the Government shall be headed by the President. The President is the Chief Executive, Head of State, and Head of the Government.
2. The President shall hold their office for a term of four months, together with the Vice President.
3. The President shall be charged with the enforcement of the laws of the land and the implementation of such, the President shall be the Chief Law Enforcement Officer, delegating their duties to various advisors and departments as seen fit by the President and Congress.
4. The President has a number of responsibilities including but not limited to:
5. The Election of the President & Vice-President of the Republic of Andorn will be done by a “Majority Wins” method. In order to win the Presidency, you must obtain a majority of the vote, if no one reaches an outright majority, the two candidates with the highest number of votes will advance to an instant runoff that will last 24 Hours.
6. Presidential Declarations shall be open on the 1st of the Election Month and will be open for 24 hours. After the declaration process closes, the Ballot will open on the 2nd or 3rd (Based on time). Voting will be open for 72 Hours. After the 72 Hour Mark, the Department of State will tabulate and verify the votes. Election results will be announced no later than the 7th. The next President will take office on the 10th following the Inauguration.
7. In the event that after a runoff election neither side can reach an outright majority after a runoff, the President will be chosen by the Members of the House of Representatives and the Vice President will be chosen by the Members of the Senate.
8. The Office of the President shall never be vacant nor inactive, with this in mind the Presidency will pass on the following line of succession if the President is ever removed or Incapacitated, with those further down the line only assuming the role if the role above them is vacant. Those down the line of succession do not move up the line if any role is vacant above them:
9. The powers of the President, and by extension the Executive Branch, are invested in the person holding the Office of President, with the will and the consent of the governed, without this, the office is rendered useless.
10. The Vice President is the Chief Advisor of the President and will assume the powers and duties of the office in the event that the President is unable to assume these duties.
11. The Vice President is the President of the Senate, They will preside over the Senate for certain occasions including:
12. The President Pro Tempore shall assume the duties of the Presiding Officer of the Senate in the absence of the Vice President, as directed by the Vice President.
13. The Cabinet Secretaries serve at the pleasure of the President and can be dismissed by the President at any time for any reason. Cabinet Secretaries are Leaders of Government Departments and must be confirmed by the Senate before assuming their duties. General Advisors and Administrative Officers will lead a specific portfolio within the Federal Government, i.e. Press Secretary, Chief of Staff, Special Advisors, etc
14. The Department of State shall be vested with the power to administer our national and local elections, oversee our foreign relations and ensure that the government is in compliance with all rules and regulations set out in law through the power of the Monthly Audit. They will oversee our participation in international organizations and advancing Andorn interest abroad.
15. The Department of Development shall be vested with the power to create infrastructure, regulate and administer towns and cities, ensure compliance with laws in regards to building regulations and activity requirements, ensure that public roads, buildings are being properly maintained and utilized, and any other duty prescribed by the president or the congress.
16. The Department of Justice shall be vested with the power to enforce the laws passed by the Congress and the prosecutorial body for the Andorn Government. That shall have the sole authority to arrest, detain and question individuals regarding a suspected crime, request warrants through the courts. The Secretary of Justice will also be known as the Attorney General and will oversee the legal defense of the government and the prosecution of guilty persons.
17. The Department of Treasury shall be vested with the power to maintain the national interest in regards to the Economy, Maintain a economic report on economic growth and a average price index on goods and services, maintain the education system in regards to exams and job training and any other duty or responsibility prescribed by the President or the Congress.
18. The Department of Health shall be vested with the power of safeguarding the public safety and ensuring the health of the republic. They shall be charged with the research and development of cures to diseases, maintaining a well trained staff of providers to treat the citizens and ensure that the public is well educated in all matters of health and all other duties and responsibilities prescribed by the President and the Congress.
19. The Department of Environmental Services shall be charged with the power of maintaining the nature and wildlife of the republic. They shall have the ability to create and maintain parks, reserves, natural resources and protect the wildlife, they shall also carry out all other duties and responsibilities prescribed by the President and the Congress.
20. The Department of Public Relations shall be charged with the power to host events, plan and coordinate all national events such as Inaugurations, Swearing In Ceremonies and Receptions of Foreign Leaders. The Department shall be vested with the power to manage the server’s social media and any other duties and responsibilities prescribed by the President and the Congress.
21. In order to remove the President, Vice President, Cabinet Secretary, or the Attorney General, the House of Representatives must vote on Articles of Impeachment. In order for articles to pass they need to receive a simple majority, Articles of Impeachment must include the charges and the reasons for removal.
22. Once Articles of Impeachment have passed the House, a trial will then begin in the Senate headed by the Chief Justice or the President of the Senate (Vice President) in the absence of the Chief Justice, or in the case of a conflict of interest. House Managers will be appointed by the Speaker of the House to the Senate to make their case on why the Senate voted to remove the named Official. The Official is not required to testify or answer questions.
23. Once the House has rested their case, the Defense Council, as appointed by the Official in question, may make their case on why the Official should not be removed.
24. Once this concludes, the Senate must vote to remove the Official, a Super Majority (⅔) is required in the Senate to pass the conviction.
25. If the Vote passes, the official is removed from office, if the vote fails the official is safe from Impeachment for the remainder of the term.
Incapacitation of the President of the Republic and Temporary Delegation of Presidential Powers
26. The President may temporarily delegate the powers of the presidency to the Vice President should they not be able to discharge the duties of the office. They shall do this by informing the President Pro Tempore and the Speaker of the House in writing that they will be invoking Article 1 Section 26 of the Constitution and the Vice President shall become the Acting President with all the powers of the Office. Once the President is able to discharge their duties once more, they will inform the Speaker of the House and the President Pro Tempore and shall reassume their powers as President.
27. If the President resigns, is removed from office, or quits the server (Inactive for a period of 7 days without communication prior to their Vice President or Cabinet) the Vice President shall assume the Presidency. The new President shall pick and nominate a new Vice President to the congress for a 2/3rds vote of approval.
28. The President can be considered incapacitated if the Vice President with the support of the majority of the cabinet sends a letter to the Speaker of the House and the President Pro Tempore informing them that they think the president is unfit and unable to hold the office and it should be declared vacant. The Vice President will then become the Acting President. The President may submit a letter to the Speaker and PPT that they are able to discharge their duties within 24 hours at which point they will then resume their duties. If the Vice President and a majority of the cabinet sends another letter within 72 hours of the President's letter, congress must meet within 48 hours to decide and vote on if the President is incapacitated. If the Congress decides that the President is incapacitated, the Vice President shall remain as Acting President for the rest of the term.
29. The President of the Republic of Andorn may not serve more than two consecutive terms as President of the Republic of Andorn (8 Months). If the Vice President takes over the President's terms with 2 or less months left, the VP will still be eligible to serve 2 full terms as President. A person shall be eligible for another 2 terms as President (8 Months total) after a 12 Month period has elapsed. A person may not serve more than 16 full months as President (unless they fall under the Vice President clause).
30. Elections for President will happen every January, May and September on the 1st of the month, Elections will take 48 Hours, the results will be announced no later than the 3rd of the Month and the President will take office on the 10th of the Month.
31. Elections for House and Senate will take place every two months and will take place on the 4th, voting will last 48 hours and will be announced no later than the 7th, Representatives and Senators will take office no later than the 10th of each Month.
2. In the event a vacancy within any chamber of congress arises, the Department of State will host a Special Election to fill the vacancy.
a) The Special Election shall be conducted as follows:
a. A 48 hour registration period.
b. A 24 hour voting period.
b) In the event that multiple vacancies arise, the vacancies shall be filled by one special election, with the highest polling being assigned one of the vacant seats.
c). In the event that multiple chambers have vacancies, the seats shall be filled by separate special elections
a. In the event that multiple vacancies arise, the same procedure in 2.b shall occur, except 2 special elections, one for each chamber.
3. The members of the House of Representatives shall be known as Representatives.
4. The first order of business shall be to elect a Speaker of the House, until such time the Clerk shall be the Presiding Officer of the House. They will call the house into session and initiate a vote for the Speaker, if there is no Clerk then the Vice President shall assume the duties of the Clerk.
5. The term for an Elected Representative will be 2 Months.
6. All bills must have a Co-Sponsor before they can be proposed and voted on in the House. Once a bill is passed in the House, the bill will go to the Senate for review, addition of amendments to a bill, and a confirmation vote. Should the Senate pass amendments to the bill, the bill must return to the House for repassage. Should the amendment fail the bill fails and the amendment cannot be repurposed for the rest of the session.
Responsibilities of the House of Reps:
Removal of a Member of Congress
7. In the event that a member of this House or Senate needs to be removed, the following process must be followed:
8. The Speaker of the House is the internally elected Chairperson of the House of Represenatives and must be an elected member of the house. The Speaker of the House is responsible for:

The Clerk of the House shall be the Presiding Officer of the House when a new House is elected, they shall preside over the election of the Speaker and shall be the Acting Speaker until one is elected. The Clerk of the House may not be a sitting member of the house. The election of the Clerk shall be done by the House as they see fit.
10. The Speaker of the House shall not participate in open debate in their capacity as the Speaker of the House, if the Speaker of the House wants to engage in Congressional debate, they must designate their duties of presiding over the House to the a member of the House in the capacity of Speaker Pro Tempore
11. In the absence of the Speaker, the Speaker of the House shall designate a Speaker Pro Tempore to carry out their duties. Should the Speaker be absent for a period longer than 3 days, the Clerk will take over as Acting Speaker and shall hold immediate elections to fill the vacancy.
12. Members of the Senate will be known as Senators, Senators make up the upper chamber of the Congress. Senators will be elected on 4 month Cycles. The Senate will be split in half with half the Senate being elected every two months (designated type ‘A’ and ‘B’ seats). The responsibilities of the Senate include:
13. The Vice President will serve as President of the Senate. The President of the Senate will oversee an election between Senators to appoint a President Pro Tempore to preside over the chamber in the day to day operations in the place of the Vice President, at their discretion. The President of the Senate has a number of responsibilities including:
1. The Power of the Judiciary is instilled in the Courts of Andorn. The Court is divided into two courts, the Supreme Court of Andorn, and the Federal Court of Andorn. The Leader of the Judicial Branch is called the Chief Justice of the Supreme Court of Andorn.
2. The Federal Court of Andon will hear most cases at first glance, civil or criminal. Cases in the court will be presided over by a judge but should one not be available, a Justice or the Chief Justice may preside. The Federal Court issues warrants, challenges to the constitution, cases involving government disputes and Criminal or Civil cases.
3. The Supreme Court is made up of 3 Justices, the Justices will make up the Supreme Court. The Supreme Court will be presided over by the Chief Justice of the Republic. The Supreme Court can at any time take over the powers of the Federal Court, the Supreme Court can also hear, accept or deny appeals, preside over cases requesting removal of an Elected Official or Appointed Official. The Supreme Court will hear most major constitutional challenges and all Supreme Court decisions are final and can not be appealed.
1. The Constitution can only be changed by 2/3rds of both Chambers of Congress. Presidential Assent, and Public Referendum of 60% or higher being in favor, this is for complex changes. All amendments to the Constitution must originate in the House of Representatives. If the Amendment fails, an amendment of the same effect can not be repurposed for 14 Days.
1. Personal dignity, therein understood as an individual's right to self, shall be inviolable. To respect and protect it shall be the primary duty of the Government.
2. All persons shall have the right to express themselves and their personality through speech or any other form insofar as they do not violate the rights of others or the server rules of AtlasCraft
3. All citizens shall have the right to defend their property, and themselves.
4. All persons shall be equal before the law.
5. No person shall be tried and convicted of the same crime twice with the same evidence, all persons under the law shall have the right to protect themselves against self incrimination, and no person shall be deprived of their freedom, property or finances without due process under the law.
6. No person shall be subject to unjust search and seizure by the government or their approved agents. No person shall have their right to privacy breached without the proper channels being followed through the courts.
7. All persons shall have the right to participate in an election either as a candidate or by voting, provided they meet the criteria outlined later in this document or by law.
8. All persons shall hold the right to assemble peacefully and unarmed without prior notification.
9. All persons shall have the right to form societies or other associations.
10. No person shall be tried or punished for a crime which they have already been punished or tried for in the past, regardless of outcome.
(I) The Owner of the Server is the bridge between the Staff and Government. The Owner facilitates the will of the government on the technical side of things such as Discord and Plugins.
(II) The Owner of AtlasCraft is vested with the power to “Owner Veto” Legislation or Measures passed by the Government if it meets the following Criteria:

- All legislation passed by the Congress will be sent to the President for Assent or Veto, only once a law has received Presidential Assent will it become law.
- The President shall nominate and dismiss members of the Cabinet at their discretion.
- The President and their Departments may not spend government funds in a way that would conflict with the appropriations set forth by the Congress.
- The President may appoint General Advisors and Administrative Officers without the approval of the Congress.
- With the consent of Congress, the President may sign treaties and enter Andorn into International Organizations
- The President has the authority to pardon anyone for any crime at any time.
- The President will appoint Federal Court Judges and Supreme Court Justices to the court with the consent of the Senate.
- The President from time to time shall be required to appear before a Joint Session of the Congress to give an update on the State of the Republic. This shall be open to all and shall be recorded and archived for reference.
- The President may call the Congress into special sessions should the need arise.

- Voting on a Budget for the Government
- Impeachment of Members of the Executive
- Can overturn a Presidential Veto with 2/3rds Majority
- Power to Hold hearings in the Public Interest
- Can not take power from other branches or give themselves power over others
Removal of a Member of Congress
7. In the event that a member of this House or Senate needs to be removed, the following process must be followed:
- A Member of the same chamber motions for a Inquiry of Removal, the Presiding Officer will then put it forward for a vote in their respective chambers. Senators in the Senate and Representatives in the House. Only a simple majority is required.
- If a majority is met, the Speaker or President of the Senate then refers this to the House to create a committee to investigate.
- After the investigation, it will be presented to the floor and then a vote will commence, a 2/3rds majority is required in order for the vote to pass. Once the vote passes, the member automatically loses all roles and positions related to the inquiry.
- If the vote fails, the member can not be retried for the remainder of the term.
Speaker of the House
8. The Speaker of the House is the internally elected Chairperson of the House of Represenatives and must be an elected member of the house. The Speaker of the House is responsible for:
- Calling the House into session after the Speaker election concludes.
- Putting bills up to vote.
- Setting internal policy for the House.
- Choosing Committee Chairpersons and ranking members.
- Reminding Reps to vote.
- Putting motions up for a vote.
- Drafting and proposing the Standing Orders for the Congress to be voted on by the House and Senate.
- Preside over debates.
- Hosting the election of the Clerk of the House.
9. The Clerk of the House shall be the Presiding Officer of the House when a new House is elected, they shall preside over the election of the Speaker and shall be the Acting Speaker until one is elected. The Clerk of the House may not be a sitting member of the house. The election of the Clerk shall be done by the House as they see fit.
10. The Speaker of the House shall not participate in open debate in their capacity as the Speaker of the House, if the Speaker of the House wants to engage in Congressional debate, they must designate their duties of presiding over the House to the a member of the House in the capacity of Speaker Pro Tempore
11. In the absence of the Speaker, the Speaker of the House shall designate a Speaker Pro Tempore to carry out their duties. Should the Speaker be absent for a period longer than 3 days, the Clerk will take over as Acting Speaker and shall hold immediate elections to fill the vacancy.
The Senate
12. Members of the Senate will be known as Senators, Senators make up the upper chamber of the Congress. Senators will be elected on 4 month Cycles. The Senate will be split in half with half the Senate being elected every two months (designated type ‘A’ and ‘B’ seats). The responsibilities of the Senate include:
- Vetting and Voting on Executive and Judicial Appointments.
- Approving or denying legislation passed by the House.
- Proposing amendments to legislation from the House.
- Ratifying Treaties.
- Holds trials for Impeached persons and voting to decide on if they are guilty.
President of the Senate
13. The Vice President will serve as President of the Senate. The President of the Senate will oversee an election between Senators to appoint a President Pro Tempore to preside over the chamber in the day to day operations in the place of the Vice President, at their discretion. The President of the Senate has a number of responsibilities including:
- Presiding over Impeachment Trials in the place of the Chief Justice.
- Presiding over Motion, Nomination and Legislative Votes.
- Responsible for Appointing committee Chairperson and Ranking Members.
- Responsible for sending passed bills to the President.
- Responsible for sending failed bills back to the Speaker of the House.
Article Three: The Judiciary
1. The Power of the Judiciary is instilled in the Courts of Andorn. The Court is divided into two courts, the Supreme Court of Andorn, and the Federal Court of Andorn. The Leader of the Judicial Branch is called the Chief Justice of the Supreme Court of Andorn.
Federal Court
2. The Federal Court of Andon will hear most cases at first glance, civil or criminal. Cases in the court will be presided over by a judge but should one not be available, a Justice or the Chief Justice may preside. The Federal Court issues warrants, challenges to the constitution, cases involving government disputes and Criminal or Civil cases.
Supreme Court
3. The Supreme Court is made up of 3 Justices, the Justices will make up the Supreme Court. The Supreme Court will be presided over by the Chief Justice of the Republic. The Supreme Court can at any time take over the powers of the Federal Court, the Supreme Court can also hear, accept or deny appeals, preside over cases requesting removal of an Elected Official or Appointed Official. The Supreme Court will hear most major constitutional challenges and all Supreme Court decisions are final and can not be appealed.
Article Four: Changes to the Constitution
1. The Constitution can only be changed by 2/3rds of both Chambers of Congress. Presidential Assent, and Public Referendum of 60% or higher being in favor, this is for complex changes. All amendments to the Constitution must originate in the House of Representatives. If the Amendment fails, an amendment of the same effect can not be repurposed for 14 Days.
Article Five: The Bill of Rights
The following rights will apply to all citizens of Andorn, subject to reasonable restrictions prescribed by law.1. Personal dignity, therein understood as an individual's right to self, shall be inviolable. To respect and protect it shall be the primary duty of the Government.
2. All persons shall have the right to express themselves and their personality through speech or any other form insofar as they do not violate the rights of others or the server rules of AtlasCraft
3. All citizens shall have the right to defend their property, and themselves.
4. All persons shall be equal before the law.
5. No person shall be tried and convicted of the same crime twice with the same evidence, all persons under the law shall have the right to protect themselves against self incrimination, and no person shall be deprived of their freedom, property or finances without due process under the law.
6. No person shall be subject to unjust search and seizure by the government or their approved agents. No person shall have their right to privacy breached without the proper channels being followed through the courts.
7. All persons shall have the right to participate in an election either as a candidate or by voting, provided they meet the criteria outlined later in this document or by law.
8. All persons shall hold the right to assemble peacefully and unarmed without prior notification.
9. All persons shall have the right to form societies or other associations.
10. No person shall be tried or punished for a crime which they have already been punished or tried for in the past, regardless of outcome.
Article Staff: Owner Powers
(I) The Owner of the Server is the bridge between the Staff and Government. The Owner facilitates the will of the government on the technical side of things such as Discord and Plugins.
(II) The Owner of AtlasCraft is vested with the power to “Owner Veto” Legislation or Measures passed by the Government if it meets the following Criteria:
- Fundamentally strays away from the Owners vision for the server
- Violates Server Rules
